4.  APPLICABILITY:  SOLDIERS DENIED CONTINUED SERVICE WITH AN ESTABLISHED INVOLUNTARY SEPARATION
DATE OF 30 SEPTEMBER 2018 OR EARLIER, AS A RESULT OF A DEPARTMENT OF THE ARMY CENTRALIZED
SELECTION BOARD PROCESS, INCLUDING THE DIRECTOR, ARMY NATIONAL GUARD’S FORCE SHAPING
CENTRALIZED SEPARATION BOARD FOR TITLE 10 OFFICERS, WHO MEET ALL ELIGIBILITY CRITERIA OUTLINED
BELOW MAY REQUEST TERA IN LIEU OF INVOLUNTARY SEPARATION.  SINCE TERA IS NOT AN ENTITLEMENT,
ELIGIBLE MEMBERS WHO DESIRE EARLY RETIREMENT MUST APPLY FOR CONSIDERATION, AND APPROVAL IS
NOT ASSURED.

A.  NONCOMMISSIONED OFFICERS (NCOS) DENIED CONTINUED SERVICE AS A RESULT OF AN APPROVED
QUALITATIVE SERVICE PROGRAM (QSP) CENTRALIZED SELECTION BOARD WHO ARE SERVING ON ACTIVE
DUTY AND HAVE COMPLETED 15 BUT LESS THAN 20 YEARS OF ACTIVE SERVICE AS OF THE ESTABLISHED
INVOLUNTARY SEPARATION DATE.

B.  OFFICER/WARRANT OFFICERS WHO HAVE TWICE FAILED SELECTION FOR PROMOTION TO THE NEXT
GRADE, INCLUDING THOSE WHO HAVE BEEN SELECTED FOR, BUT NOT YET ACCEPTED, SELECTIVE
CONTINUATION, AND THOSE OFFICERS SELECTED FOR SEPARATION FROM SERVICE BY A CENTRALIZED
FORCE SHAPING SELECTION BOARD PROCESS, WHO ARE SERVING ON ACTIVE DUTY AND HAVE 15 BUT LESS
THAN 20 YEARS OF ACTIVE SERVICE AS OF THEIR ESTABLISHED INVOLUNTARY SEPARATION DATE.

C.  ALL SOLDIERS MUST MEET ALL ELIGIBILITY REQUIREMENTS FOR RETIREMENT FOR LENGTH OF SERVICE
FOR A 20-YEAR RETIREMENT, EXCEPT AS PROVIDED FOR IN THIS MESSAGE.  EXCEPTIONS TO OTHER
ELIGIBILITY REQUIREMENTS WILL NOT BE CONSIDERED. IN ALL CASES, EARLY RETIREMENT WILL NOT OCCUR
PRIOR TO ATTAINMENT OF 15 YEARS OF SERVICE ON THE ESTABLISHED SEPARATION DATE.

5.  THE APPROVAL AUTHORITY FOR EARLY RETIREMENT UNDER THE PROVISION OF TERA IS THE CG, US ARMY
HUMAN RESOURCES COMMAND, OR DIRECTOR, ARMY NATIONAL GUARD.

6.  GUIDANCE.

A.  THIS EARLY RETIREMENT BENEFIT WILL NOT BE EXTENDED TO SOLDIERS WHO WERE PREVIOUSLY
SEPARATED UNDER VOLUNTARY SEPARATION INCENTIVE (VSI), SPECIAL SEPARATION BENEFIT (SSB),
VOLUNTARY SEPARATION PAY (VSP) PROGRAMS OR ARE UNDER EVALUATION FOR DISABILITY RETIREMENT
UNDER TITLE 10, CHAPTER 61.

B.  ELIGIBLE SOLDIERS WHO PREVIOUSLY REQUESTED TRANSFER OF POST 9-11 GI BILL BENEFITS TO
DEPENDENTS (PRIOR TO MEETING THE ELIGIBILITY REQUIREMENTS AS PROVIDED FOR IN PARAGRAPH 4
ABOVE), ARE ENTITLED TO MAINTAIN TRANSFERRED BENEFITS WITHOUT FURTHER SERVICE OBLIGATION. IF
THE SOLDIER HAD NOT PREVIOUSLY TRANSFERRED POST 9-11 GI BILL BENEFITS, THEY ARE NO LONGER
ELIGIBLE TO TRANSFER THEM.  INDIVIDUALS WHO HAVE BEEN APPROVED FOR TERA BUT WHO HAVE NOT BEEN
APPROVED TO TRANSFER POST-911 GI BILL BENEFITS TO FAMILY MEMBERS PRIOR TO BEING APPROVED FOR
TERA WILL NOT BE PERMITTED TO TRANSFER THEIR BENEFITS.

C.  SOLDIERS APPROVED FOR EARLY RETIREMENT RECEIVE THE SAME BENEFITS AS THOSE WHO RETIRE
WITH 20 OR MORE YEARS OF SERVICE, EXCEPT THEIR RETIREMENT PAY WILL BE REDUCED.  THE BASIC TERA
RETIRED PAY ENTITLEMENT WILL BE COMPUTED AS DESCRIBED IN REFERENCE E.  INTERESTED SOLDIERS
SHOULD CONTACT THEIR LOCAL RETIREMENT SERVICES OFFICER FOR AN ESTIMATE OF THEIR RETIRED PAY.

D.  ENLISTED SOLDIERS WHO HAVE AN APPROVED EARLY RETIREMENT ARE IN A NONPROMOTABLE STATUS.

E.  SOLDIERS MUST INITIATE ARMY CAREER AND ALUMNI PROGRAM (ACAP) SERVICES AS SOON AS POSSIBLE.  
PUBLIC LAW MANDATES THAT SOLDIERS RECEIVE THE REQUIRED PRE-SEPARATION COUNSELING (DD FORM
2648) A MINIMUM OF 90 DAYS PRIOR TO HIS/HER RETIREMENT DATE.  SOLDIERS ARE NOT AUTHORIZED TO
RETIRE WITHOUT HAVING A COMPLETED DD FORM 2648 AT THE SERVICING TRANSITION CENTER.

F.  DOD GUIDANCE (REF C) REQUIRES SEPARATION PROGRAM DESIGNATOR (SPD) CODE “RBE” FOR USE WITH
EARLY RETIREMENTS OF SOLDIERS WITH MORE THAN 15 BUT LESS THAN 20 YEARS OF SERVICE.  A REENTRY
CODE OF “RE-4R” WILL BE USED FOR NCOS RETIRED UNDER TERA.

7.  APPLICATION AND APPROVAL PROCEDURES.

A.  OFFICER:

(1) REGULAR ARMY (RA) AND UNITED STATES ARMY RESERVE (USAR) ACTIVE GUARD RESERVE (AGR)
OFFICERS WHO ARE TWO-TIME NON-SELECT FOR PROMOTION TO THE NEXT GRADE OR WHO HAVE BEEN
SELECTED FOR SEPARATION BY A FORCE SHAPING CENTRALIZED BOARD SELECTION PROCESS WILL BE
NOTIFIED BY HRC OF THEIR MANDATORY SEPARATION DATE. NOTIFICATION PROCEDURES WILL BE
CONDUCTED BY OFFICER RETIREMENTS AND SEPARATIONS IN ACCORDANCE WITH AR 600-8-24, OFFICER
TRANSFERS AND DISCHARGES.

(2) ARMY NATIONAL GUARD (ARNG) OFFICERS WHO ARE TWO-TIME NON-SELECT FOR PROMOTION TO THE
NEXT GRADE OR WHO HAVE BEEN SELECTED FOR SEPARATION BY A FORCE SHAPING CENTRALIZED
SELECTION BOARD PROCESS WILL BE NOTIFIED BY THE DIRECTOR, ARMY NATIONAL GUARD, ARNG HUMAN
CAPITAL MANAGEMENT (HCM) DIVISION OF THEIR MANDATORY SEPARATION DATE.  NOTIFICATION WILL BE
MADE IN ACCORDANCE WITH AR 600-8-24, OFFICER TRANSFERS AND DISCHARGES.

(3) APPLICATION: OFFICERS WILL RECEIVE WRITTEN NOTIFICATION OF NON-SELECTION FOR PROMOTION.  
RETIREMENT APPLICATIONS FOR RA AND USAR AGR OFFICERS WILL BE SUBMITTED TO LOCAL TRANSITION
CENTERS IAW AR 600-8-24, CHAPTER 6, FOR PROCESSING TO HRC.  RETIREMENT APPLICATIONS FOR ARNG
TITLE 10 OFFICERS WILL BE SUBMITTED THROUGH THEIR CHAIN OF COMMAND TO THE DIRECTOR, ARNG, HCM
DIVISION.  THE STANDARD 12-9 MONTH SUBMISSION TIMEFRAME FOR RETIREMENT APPLICATIONS WILL BE
WAIVED FOR TERA SUBMISSIONS.  IN ADDITION TO STANDARD RETIREMENT APPLICATION REQUIREMENTS,
OFFICER’S NONSELECT ACKNOWLEDGMENT MEMORANDUM AND ELECTION OPTION INDICATING THEIR TERA
OPTION MUST BE ATTACHED TO THE APPLICATION AND SUBMITTED TO THE RESPECTED RETIREMENT
AUTHORITY NLT 30 DAYS FROM DATE OF ACKNOWLEDGMENT MEMORANDUM.

(4) IAW AR 15-80, ARMY GRADE DETERMINATION BOARDS, ALL RETIREMENTS INVOLVING COMMISSIONED AND
WARRANT OFFICERS WHO HAVE BEEN THE SUBJECT OF ANY SUBSTANTIATED ADVERSE ACTION WILL BE
FORWARDED TO ASA (M&RA) FOR A GRADE DETERMINATION.

(5) OFFICERS WHO ELECT THE TERA OPTION AND FAIL TO COMPLY WITH REGULATORY REQUIREMENTS FOR
RETIREMENT SUBMISSION WILL BE ISSUED A CONTROL NUMBER BY HRC OR HCM RESPECTFULLY.  HRC OR
HCM WILL NOTIFY LOCAL TRANSITION CENTERS OF APPROVED RETIREMENTS 45 DAYS PRIOR TO
MANDATORY SEPARATION.

(6) IAW TITLE 10, MANDATORY SEPARATION DATES WILL NOT BE EXTENDED.

B.  ENLISTED:
(1) SOLDIERS MUST SUBMIT THEIR REQUEST FOR RETIREMENT ON DA FROM 2339, IAW AR 635-200, PARA 12-
12.

(2) THE REQUEST MUST INCLUDE A STATEMENT THAT THE SOLDIER HAS BEEN ADVISED NOT TO MAKE ANY
FIRM OR FINAL COMMITMENTS ASSOCIATED WITH RETIREMENT – TO INCLUDE JOBS, HOUSING, SCHOOLING OR
MOVEMENT OF FAMILY MEMBERS OR HOUSEHOLD GOODS – PRIOR TO RECEIPT OF WRITTEN APPROVAL OF
RETIREMENT FROM THE RETIREMENT AUTHORITY.

(3) NO RETIREMENT MAY BE APPROVED FOR A DATE EARLIER THAN 90 DAYS FROM THE DATE OF
APPLICATION TO ALLOW FOR NECESSARY PROCESSING TIME AND TRANSITION COUNSELING AS MANDATED BY
LAW.

(4) REQUESTS FOR SOLDIERS MUST BE FORWARDED THROUGH THE LOCAL CHAIN OF COMMAND AND THE
SERVICING TRANSITION CENTER TO COMMANDER, HRC, ATTN: AHRC-EPF-M, 1600 SPEARHEAD DIVISION
AVENUE, DEPT 364, FORT KNOX, KY 40122-5306.  REQUESTS MAY ALSO BE SCANNED AND SENT VIA EMAIL TO
USARMY.KNOX.HRC.MBX.EPMD-TRANSITION-BRANCH@MAIL.MIL.

(5) APPROVED REQUESTS WILL BE PROVIDED ELECTRONICALLY TO THE SERVICING TRANSITION CENTER.

1.  THIS MILPER MESSAGE RESCINDS MILPER MESSAGE 12-329 AND IS EFFECTIVE UPON RELEASE. LISTED
REFERENCES (ARMY DIRECTIVE, ALARACT AND MILPER MESSAGE) WILL BE UTILIZED AS PROGRAM
GUIDANCE/AUTHORITY.

2.  THIS MESSAGE WILL EXPIRE 17 AUG 2015

3.  THE PURPOSE OF THIS MESSAGE IS TO PROVIDE GUIDANCE IN SUPPORT OF TEMPORARY EARLY
RETIREMENT AUTHORITY (TERA).  TERA OFFERS VOLUNTARY EARLY RETIREMENT, AT A REDUCED MONTHLY
RETIREMENT PAY, TO ELIGIBLE MEMBERS PRIOR TO COMPLETING 20 YEARS OF ACTIVE SERVICE.
