Army Regulation 37-104-3 Pay and Allowances  
AR 37-104-3 prescribes Department of the Army (DA) policies for entitlements and collections of pay and
allowances for active duty soldiers. It is used in conjunction with Department of Defense Financial Management
Regulation (DODFMR), Volume 7, Part A (Vol 7A) and Department of the Defense (DOD) 7000.14–R.

Policy provisions
Basic pay (BP) rate is established according to the pay grade and the number of years creditable service a
soldier has completed. Creditable service is determined per DODFMR, Vol. 7A, chapter 1. Creditable service will
be used to establish the soldier’s pay date and total active Federal military service to date (TAFMSD).
